Will celtic and rangers ever join the EPL?

It is almost not fair to all the other clubs of the spl to try to have to compete with money and talent involved in the old firm clubs. Would it not be fair to instead place them in a competitive league where the #1 and #2 actually changes from year to year. I'm aware that hearts was in 2nd last year but thats a rare occurance and they did terrible this year.
