What Were Pacquiao's Excuses in Ducking These Guys?

Even Pacquiao ducked some fighters in his career since he was at Jr. featherweight. He shunned rematches versus Nedal Hussein ( who was on the way to stopping him if not for that patriotic ref and time keeper ), Agapito Sanchez ( now deceased, but in their first meeting that mercifully for Pacquiao eneded ina technical draw, he was being bullied and mauled by the tough Colombian ) and Juan Manuel Marquez ( the guy was so gracious as champion he gave Manny two cracks at him and both of their fights were so close and ended on controversial note; but Manny didn't give him a rubber match to this day ). In sunder times, the following also called him out or were announced as his potential foes: Gary St. Clair, Derrick Gainer, Chico Corrales, Joel Casamayor,Edwin Valero ( also now deceased, who made a strong pitch for a fight with him by was conveniently ignored ), Humberto Soto ( who even kayoed his any's bro to catch his attention ), Juan Diaz ( he chose to fight the weaker David Diaz), Devon Alexander, Shane Mosley ( the guy even offered to go down to 140 lbs. just for the chance), Andre Berto and now, Timothy Bradley. What were/are the excuses?
