How effective if grounding a person with obsessive compulsive?

cause my half-brother is obsessively compulsive with washing his hands and to stop from wasting water he fills up a big carrying jug of water and uses that, well he used the kitchen sick and then lied about it, but because of that his mom grounded him and took away his laptop. btw he is 20 years old and has aspergers autism.
